Luís has been PLMJ’s managing partner since 2015 and he has over 35 years’ experience as a lawyer in the Portuguese market and internationally. He is an expert in European and competition law, and in telecoms and IT law.
He has been a member of the Management Board of Forum for Competitiveness since 2018 and a member of the Management Board of Clube de Lisboa since 2017.
He was President of the Court of Arbitration for Sport between 2015 and 2019.
Luís was Secretary of State in the 15th and 16th Constitutional Governments (2002 - 2005) and a member of the Portuguese parliament and vice-president of the its European Affairs Commission (2005-2009).
Luís has been a guest lecturer at the Faculty of Law of the University of Coimbra and at Universidade Lusíada, and he has lectured the seminar on electronic communications law at the Faculty of Law of Universidade Católica Portuguesa in Porto since 2006.
He was also the Director General of Competition and Prices, a member of the Legal Service of the European Commission and a legal secretary at the Court of Justice of the European Communities.
