PLMJ partner, Tiago Duarte, argues that changing the Constitution would not bring any advantage when it comes to approving public administration reforms

Tiago Duarte, a partner from PLMJ’s public law practice, was one of the guest speakers at the newspaper Diário Económico’s conference on the effects of the application of the 2014 State Budget. He spoke about the design of the CES (extraordinary solidarity contribution) and the possibility that it might be seen as unconstitutional. He also argued that changing the Constitution would not bring any advantage when it comes to public administration reforms. He said that, “the basic framework of the country should not be altered in a time of crisis”.
