Maria Zagallo interviewed by Negócios: It will be tough for Portugal to implement the RRP without the private sector

10/12/2021

Maria Zagallo, a partner in PLMJ's Public Law practice, gave an interview to the newspaper Jornal de Negócios where she argues that supervision and transparency are "fundamental pillars in the implementation of the RRP". The public law specialist also points out that successful implementation of the Recovery and Resilience Plan will depend on the involvement of the private sector given the amount of funds arising from the RRP and the short time available to implement it.

The interview also focuses on issues relating to PPPs, a matter in which PLMJ's partner has wide experience from her years of work with UTAP. On this subject, she considers that "the state will be a better negotiator if the negotiators who represent it are better. That is why we have to try to attract and keep them". Other issues such as the Troika, the new Public Contracts Code and litigation in the administrative courts are also part of the conversation with journalist João Maltez.
