This legal note follows Decree of the President of the Republic 14-A/2020 of 18 March, which was renewed by Decree 17-A/2020 of 2 April. The Decree declared a state of emergency on the basis of a situation of public calamity and the state of emergency covers the whole country and ends at 23:59 on 17 April 2020, unless it is renewed again. The note also takes into account Law 1-A/2020 of 19 March, as amended by Law 4-A/2020 of 6 April, which approves exceptional and temporary measures in response to the COVID-19 pandemic, including measures addressing time limits and procedural steps.
