The PLMJ Planning team is dedicated to advising on all aspects of planning and land use management. We advise institutional investors, investment funds and their management companies, developers, and public and private entities on every area of planning and land use management, combining technical rigour with strategic insight and a focus on execution.
Our lawyers support both greenfield and brownfield projects, working closely with other specialist areas that each project may require at any stage. These areas include real estate and tourism, construction, public law, regulatory matters, the environment, energy and infrastructure.
The multidisciplinary nature of PLMJ’s Planning team allows us to provide 360‑degree support throughout the life cycle of projects. We handle project structuring and all approval procedures for development operations, including land subdivision, urban development and construction. Our work also covers the administrative activity of planning and urban regeneration, where we define procedures and draft the regulatory content of plans. In addition, we advise clients on project structuring and urban‑planning litigation.

We act for public and private clients on all aspects of public and private construction law, in particular public and private procurement, subcontracting, contract management and dispute prevention and resolution.
Our team of lawyers specialises in contract drafting, negotiation and management. It also deals with litigation and arbitration and produces legal opinions on a wide range of issues in the sector. These skills have led to our involvement in the most significant national and international projects.
We provide legal assistance to contractors, project owners and private developers in the preparation and negotiation of all project contracts and during their execution, focusing on risk and conflict mitigation and litigation prevention. Our team has experience in design, construction, operation, subcontracting, project management, supervision and safety coordination contracts under a wide range of regimes (lump sum, unit price, open book, back-to-back). We also advise public and private clients on the preparation of programmes of procedures, specifications and other documents relating to tendering procedures.
In terms of contract management from the contractor's perspective, we anticipate risks and sources of conflict, propose and prepare claims for time and cost, financial rebalancing, changes in circumstances, and force majeure. We also prepare strategies for responding to the application of fines.
