PLMJ has contributed a chapter on Portugal to the guide: Construction Law 2025.

The guide, which covers more than 30 jurisdictions, addresses global developments in construction law that have led to higher interest rates and construction costs, as well as lower returns. This has resulted in a general aversion to risk. These conditions tend to reduce investment in construction projects.

Although the construction sector is a key pillar of Portugal's economy, the level of public and private investment has remained comparatively low in recent years, particularly in public infrastructure and housing. This Chambers guide examines the main changes and challenges, with climate transition and technological innovation emerging as central themes.
