Managing associate in the Public Law practice.
João is a managing associate in the Public Law practice. With over 20 years of experience, João specialises in the design and implementation of relationship strategies between companies and public institutionsHe applies and develops the experience he has gained both as a lawyer and in public institutions.
He focuses on the coordination and implementation of teamwork, taking into account the specific framework of the activities of the parties involved and their cultural and organisational contexts.
João advises and acts for companies, NGOs and public institutions in a wide range of sectors, including construction, concessions, infrastructure, transport, water, waste and sanitation, energy, life sciences, service contracts, media, finance, public finance or the civil service.
He has dealt with private sector transactions, administrative proceedings and litigation, public procurement, the performance of administrative contracts, legislative procedures, parliamentary inquiries and dispute resolution, both in court and in arbitration.
In the field of dispute resolution, João has worked on settlement agreements and judicial review proceedings in relation to administrative actions, public procurement disputes, rebalancing of administrative contracts, bank resolutions, breach of contract, and disputes relating to the marketing and sale of generic medicines. He has also participated in international arbitrations under the rules of the International Chamber of Commerce and OHADA.
João has published numerous articles on constitutional law, EU law, administrative law, public procurement, enforcement of administrative contracts and arbitration. He is a member of the Portuguese Arbitration Association. Since 2015, he has also been a member of the Arbitration Panel of the Administrative Arbitration Centre (the main Portuguese arbitration institution for the resolution of administrative law disputes).
João has a law degree from the Faculty of Law of the University of Lisbon. He also completed a university extension course in arbitration at the Faculty of Law of Universidade Nova de Lisboa and a postgraduate course in administrative litigation law at the Faculty of Law of the Universidade Católica Portuguesa.
Before joining PLMJ, João worked at the law firms SRS, Linklaters, Sérvulo and Vieira de Almeida.
He also worked for the Ministry of Justice (Directorate-General for Justice Policy) and the Portuguese Army (Directorate for Justice and Discipline).
