PLMJ supports the government and public administration in all areas of public policy. We focus on legislative and regulatory processes, and on public procurement, administrative litigation, the environment and urban planning.

The impacts of reforms in the public sector are always different depending on the contexts of governance in the different countries. Portugal faces the strong influence of administrative traditions and pressures from international actors. This situation produces a real impact on administrative reforms and on the processes and structures of public governance of the country. As a result, there are constant challenges in adapting to EU legislation and in sustainable decision-making.

In the area of infrastructures, our team has worked on the largest public projects that have been carried out in Portugal. These projects include public works and public-private partnerships, and we have specific skills and experience in areas as diverse as the road, ports, airports, railway, hospital and energy sectors.

We have one of the largest teams in the market working exclusively in the field of public law and our lawyers deal daily with complex administrative litigation cases involving issues relating to the day-to-day activities of local authorities.
