About Pedro
Pedro is a partner and heads the Technology, Media and Telecommunications practice. With more than 18 years' experience, he has a broad practice in technology law and digital regulation.
His clients include some of the leading technology companies involved in infrastructure, content distribution and content dissemination. He also advises media and communications companies, OTT service providers, video-sharing platform providers, digital platforms across a range of sectors, e-commerce service providers and other intermediaries.
Pedro has acted for private and public entities in a number of significant judicial and regulatory matters. He has particular experience in regulatory investigations involving bodies such as ERC, ANACOM, CNPD, DGC, CNCS and AMT. He is known for identifying and addressing regulatory challenges through innovative and strategic approaches.
He has assisted clients in numerous technology-related disputes, with a particular focus on class actions, collective actions and injunctions. These include cases involving privacy, advertising, consumer rights, unfair contract terms and digital fundamental rights.
Pedro is also a professor at the Faculty of Law of the University of Lisbon. He holds a PhD in free speech law and commercial communications from the same faculty and a master's degree in research from the European University Institute.
He served as Deputy Secretary of State at the Ministry of Regional Development in the 19th Constitutional Government (2013-2015), with responsibility for media policy. He subsequently served as Deputy Secretary of State and Parliamentary Affairs in the 20th Constitutional Government (2015). Earlier in his career, he was a legal adviser to the Presidency of the Council of Ministers (2003).
Pedro has maintained a regular presence in the media since 2004. He is a member of SIPE, Lisbon Digital Rights and Freedoms, and various professional associations in his areas of practice.
