Tiago is a senior counsel in the Public Law practice and has more than 25 years' experience in public law and arbitration. He combines legal practice, arbitration and academic work.
As a lawyer, he specialises in administrative law, with particular expertise in major public-private partnership projects, especially during the public procurement stage, the implementation of contracts, and administrative litigation and arbitration, both domestic and international. He also has extensive experience across all phases of administrative procedure and has advised private companies and public bodies on a range of matters, including proceedings before the Court of Auditors and the Constitutional Court.
As an arbitrator, he has acted in domestic and international disputes, including as sole arbitrator in an ICC arbitration. He is also one of the four Portuguese arbitrators nominated by the Portuguese State to the ICSID Panel of Arbitrators. Before this appointment, he had already acted as a lawyer and legal expert in several ICSID arbitrations.
As an academic, Tiago holds a doctorate in public law from NOVA School of Law and is a professor at Católica Lisbon School of Law, where he teaches constitutional law, administrative contracts and international investment arbitration. He is also a guest lecturer at other universities and regularly teaches on postgraduate programmes.
He has published extensively on constitutional law, administrative law, public finance and international investment arbitration. He was also a visiting fellow at the Lauterpacht Centre for International Law and Wolfson College, University of Cambridge.
