Decree-Law No. 97/2026 of 20 May introduces a package of measures aimed at increasing the supply of housing and improving access to it through a set of tax and regulatory rules applicable to the construction, renovation, sale and rental of properties.

Key measures include incentives for residential lettings, benefits for buyers of affordable housing and a reduced VAT rate for construction and renovation projects.
