Simplex Reloaded

Learn about the measures introduced by Simplex 2026 concerning town planning and territorial management procedures.

In line with the ‘Construir Portugal’ (Building Portugal) priority axis set out in the Programme of the 25th Constitutional Government, Decree-Law 108/2026 was published on 29 May. This decree-law amends a series of measures introduced by Decree-Law 10/2024, which had reformed and simplified town planning and territorial management procedures, as well as certain related matters (Simplex 2024).

Further streamlining of procedures is now being introduced. This will directly affect procedures, decision-making deadlines, the planning titles for urban development operations and the rules governing validity and supervision.

This guide primarily focuses on Simplex 2026 and the amendments it makes to the RJUE and Simplex 2024. It highlights changes resulting from Simplex 2026, which appear to be of greater practical relevance to urban development projects.
