New legal framework for cybersecurity and cybercrime

12/08/2026
Learn more about the new legal framework applicable to the digital environment in Mozambique.

Mozambique has taken an important step towards strengthening its digital legal framework with the publication of the Cybersecurity Law and the Cybercrime Law. These pieces of legislation have a significant cross-cutting impact and mark a significant milestone in the evolution of Mozambique's legal framework concerning cybersecurity and cybercrime.

The new regimes apply to a wide range of public and private entities and cover a large proportion of economic operators that rely on networks and information systems. For the first time, they also introduce a specific framework of penalties for cybercrime into Mozambican law.

Among the key developments are new obligations relating to cyber risk management, network security and information systems, incident detection and response, and cooperation with the competent authorities.
