Carla is a partner in the Public Law practice and has 14 years' experience as a lawyer. She focuses on public law, particularly administrative law, administrative procedure and public procurement.
Carla holds a law degree, a master's degree and a PhD in public law, all from the Faculty of Law of the University of Coimbra.
She is a guest lecturer at the Faculty of Law of the University of Coimbra, where she teaches administrative law, administrative procedure and public contracts.
She has taught on numerous training courses and spoken at seminars and on postgraduate courses in the area of public law, with a particular focus on public procurement. Carla is the author, co-author and contributor to numerous publications in the area of public law and, in particular, public procurement, town and country planning, and administrative modernisation.
Carla has been a member of several juries for master's and postgraduate programmes in public law.
She is an associate of the Centre for Studies in Public Law and Regulation (CEDIPRE) and a contributor to the Public Contracts Journal.
Carla was an assistant to the Minister of the Presidency and of Administrative Modernisation in the 21st Constitutional Government, and an assistant to the Ministers for Internal Administration in the 19th and 20th Constitutional Governments.
