We work on infrastructure and transport projects of all sizes, in both the public and private sectors. We represent our clients in all stages of their projects, from the outset through to operation or disposal.
Over recent years, PLMJ has advised on major public works in Portugal and abroad, in several business areas. We provide detailed and comprehensive advice, which always takes into account the specific nature and characteristics of each project. Our work includes designing the strategy to finance or refinance infrastructures, and renegotiating public-private partnerships. We also deal with the construction, operation, disposal or replacement of existing infrastructures. In all this work, we always respect the objectives and strategies defined by the client.
With a special focus on urban and road projects, we have supported investors, contractors, owners, shareholders and users in all aspects of these types of projects. Together with our clients, we help analyse the applicable legislative and regulatory framework. We also help analyse financing and contracting strategies, and budgetary maturity and control. Our team provides further support in governance and management of the projects, in managing risks, in optimising portfolios, and in the auditing and inspection of the works. We handle all licensing issues and the acquisition of rights of use of the property and, when necessary, any litigation and arbitration proceedings.
"PLMJ benefits from a wide-ranging practice covering M&A, project finance and joint venture transactions. The department is routinely instructed by both domestic and international clients from the public infrastructure, health and energy sectors, also regularly advising sovereign states. The team is recognised for its vast international network, being particularly active across other jurisdictions, with notable activity in project developments in Mozambique, Cabo Verde and Angola. The practice additionally assists with concessions, security packages and regulatory matters."
