About Luís

Luís is a partner at PLMJ and focuses on planning, real estate, environmental and public law matters.

With more than 15 years' experience, he advises public and private sector clients on a wide range of matters involving territorial planning, urban development, licensing, real estate investment and environmental law. His practice includes representing clients in administrative and judicial proceedings, as well as providing strategic legal advice on projects with a significant territorial and regulatory dimension.

Before joining PLMJ, Luís worked at Sofia Galvão Advogados, where he developed extensive experience in planning, real estate and environmental law. He also served as Deputy to the Secretary of State for Administrative Modernization in the Portuguese Government, where he was involved in the management of government projects and provided legal and strategic advice on administrative modernisation, e-government, regulatory simplification, stakeholder engagement and public law matters.

The combination of his experience in private practice, public administration and academia allows him to offer clients a comprehensive perspective on the legal and regulatory challenges associated with territorial development, real estate investment and public decision-making processes.

Alongside his legal practice, Luís maintains a strong academic involvement. He is a guest lecturer in the Postgraduate Programme in Real Estate Law at the Universidade Católica Portuguesa Law Schools in Lisbon and Porto and has also taught Private International Law at the Lisbon School of Law.

Luís holds a Master's degree in Law in a Global and European Context from Católica Global School of Law, where he graduated with Summa Cum Laude distinction. He also completed postgraduate studies in Urban Planning and Construction Law and attended executive programmes at the London School of Economics and Political Science in the areas of corporate law, governance, real estate economics and finance.
