Senior counsel of the Dispute Resolution practice.
Luís is a senior counsel in the Dispute Resolution practice. He advises Portuguese and international clients on constitutional and administrative law matters.
Luís holds a law degree from Católica Lisbon School of Law, an LL.M. from Yale Law School and a PhD in legal and political studies from the Faculty of Law of the University of Lisbon. He is also an assistant lecturer in public law and international investment law at NOVA School of Law. Previously, he was a lecturer at Católica Lisbon School of Law.
As part of his academic activities, Luís has published extensively in professional journals and has organised and participated in colloquia and conferences. He has also taught on postgraduate programmes at various Portuguese universities and supervised master's and doctoral theses. His research has won national awards and has been frequently cited by the Supreme Administrative Court and the Supreme Court of Justice. While at Yale, he was selected as a Salzburg Cutler Fellow for his research on state regulation in international investment law.
Luís has also frequently acted as a legal expert, co-authoring legal opinions on administrative, constitutional and European law. He was the author of a report commissioned by the European Parliament's Committee on Constitutional Affairs on its relationship with national parliaments.
Before joining PLMJ, he worked in the international arbitration departments of Shearman & Sterling LLP (Paris) and Clifford Chance LLP (Frankfurt), where he was involved in international commercial and investment arbitration.
